Percy's birth registration was entered as Lowe, Otis Earl Feb 6, 1904 Father-James Byron Lowe and mother Alice Maud Ruttan. Copy in GBL's file.

1927 - 28 City Directory Centralia/Chehalis lists Percy as a clerk at the Olympic Club and Cafe. This place still was there when I visited it about 1994. It was a card room with rooms over it that probably majored in prostitution. There is a billiard parlor in the rear but was in disrepair when I visited. Percy died in a mental instutution in Seattle, Washington. He had contracted syphillis. Undoubtedly having something to do with the Olympic Club.

1930 US Census Gives Percy as married to "Ruth" age 19 and 18 when married. Gives her place of birth as Idaho, her father's as Washington and mother's as Idaho. Percy's occupation as Cook in restaurant and hers as "none". It is believed that there may have been a son born to them named Richard.
