Millard was a 1938 Graduate of Kingwood High School and served in the Army in WWII. He was Past Commander of the George D. Jackson American Legion Post #56 and retired from the Postal Service in 1974. He was a past member of the Kingwood Baptist Church, and a later member of the First Baptist Church in St. Petersburg, FL.
