Melecio was b 1 Dec 1904 in San Juan LaUnion, Philippines. He joined the U S Navy and served on several ships as a cook.He immigrated to the United States and he was naturalized as a United States Citizen 10 May 1946 in Los Angeles, California Nbr 6638822.

Melecio lived for many years in Dallas, Texas, working as a Chief Petty Officer for the U S Navy in Grand Prairie, Texas. He retired from the Navy in 1969 and made his home in Dallas, Texas. He died on 1 January 1987. He was preceded in death by his wife, Ruth Aricheta. Both are buried in Laurel Land Memorial Park in Dallas, Texas.
