Joseph Bell McGow was born on 5th June 1871 at Carlisle in Cumberland, son of Jane McGow, formerly Nattress, and her husband John Bell McGow, an iron works labourer. Joseph appears in the 1881 census living with his parents and siblings at 16 Duke Street in Carlisle.

In 1897, aged 26, Joseph married Jessie Clouston Maitland. She had been born in Hull but brought up in Jarrow, and they married in the South Shields district, which included Jarrow. They settled in Jarrow and went on to have eight children together between 1898 and 1915. Both the 1901 and 1911 censuses find the family living in Union Street, Jarrow. Joseph worked as a plater and fitter in the shipbuilding industry.

At the outbreak of the Second World War, Joseph and Jessie were living at 24 Morpeth Avenue in Jarrow. They had lived through the depression of the 1930s which saw Jarrow experience some of the worst unemployment in the country following the closure of Palmer's shipyard in 1934, leading to the Jarrow March in 1936 demanding government intervention to bring industry back to the town.

Jessie died in 1948, aged 70. Joseph survived her by nine years. He died in 1957, aged 85.
