FamilySearch.org family tree indicates he is John Paul Ball, Jr. son of John Paul Ball, Sr. and Patience Ann Reeves of Essex County, Virginia. THERE ARE NO SOURCES, HOWEVER, so I am not reproducing that hypothesis here. It might prove useful to try searching more in Lunenburg and Essex County, Virginia.

1790, 1800, 1810, 1820 census Pittsylvania County, and Lunenburg County, Virginia - no John Ball. The closest I found was John Bull and John Bell in Accomack County, Virginia. Pittsylvania was established as a county in 1767, so that does not explain the absence of this man and his family from the census.
