U.S. Congressman. He attended the University of Pennsylvania, studied law, was admitted to the bar in 1794 and commenced to practice law in Norristown, Pennsylvania. Moving to Philadelphia in 1797, he was a member of the Philadelphia Common Council in 1800 and a member of the select council (1805-10). In 1811, he was elected as a Federalist to the Twelfth Congress, serving until 1813. After leaving Congress, he studied theology, was ordained as a minister of the Protestant Episcopal Church, in 1814 and was appointed assistant minister of St. Peter's Church in Philadelphia. Relocating to New York in 1816, he was appointed rector of St. George's Church in New York City and served until his death. His brother William Milnor was also a U.S. Congressman.
