Some sleuthing around turned up a Jackson researcher who has been researching these Jacksons for years - and doesn't use the Internet. This is Barbara Crumpton who has been able to untangle these families for us.

Barbara writes that James F. s/o Hugh, married Mary Piland and had 7 children between 1859 and the time she died in 1869. Meanwhile in the next household, Rebecca Baker Jackson's husband, James had died a bit earlier, leaving her with 4 young children. So James F. and Rebecca married and merged their families and went on to have 2 more children together. This story cannot be pieced together just with census records and therefore many authors of online charts have not been able to determine which child belonged to which mother. So Rachel did raise Mary's children. And we are indebted to Barbara Crumpton for this good information. But we still have not learned the parents of James who married Rebecca Jane Baker.
