Henry Dugger was born 14 Jun 1809 (per Family Bible, no longer extant) in Ashe Co, NC (now Watauga Co, NC).

Henry Dugger is very likely a son of David Dugger and Margaret Earnest. I've never seen any direct evidence of this connection, but it seems to be correct. In "A History of Watauga County, North Carolina" by John Preston Arthur. 1915, on page 303 he wrote about the Dugger family.

Circumstantial evidence supports what Arthur wrote in 1915. Henry Dugger was born in North Carolina (per the 1850 census), and his first three children were born in NC (1829, 1832 and 1835). Henry Dugger was listed on the 1830 census in Ashe Co, NC. Henry named children "David" and "Margaret", presumably after his parents. All combined, we have a strong case for Henry being David's son.

Henry Dugger married Sarah Green ca 1828 in Ashe (now Watauga) Co, NC. Her maiden name is based on what John Preston Arthur wrote in 1915. I don't know if there is any other evidence for this being her maiden name. There were numerous Green families in the area, so it is certainly reasonable to assume that Arthur was correct. The Family Bible record does not give Sarah's maiden name, but gives her birth date as 29 Dec 1811. (Thanks to Juanita Goulart for that).

Henry Dugger was listed on the 1830 census in Ashe County, NC. He was several pages from his father David. He was not near any other Duggers. There were no Green families nearby either. He was listed between Thomas Swift, and Sylvia Winkler.

Henry and family left Ashe County between 1835 and 1837 and moved to Bledsoe Co, Tennessee.

Henry Dugger was listed on the 1840 census in Bledsoe Co, TN. His was the only Dugger family listed. There were several Green families listed there, including these on the same page: Enoch Green, John Green, John C. Green, Morgan Green and Richard Green. It seems reasonable to assume these could be relatives of Sarah Green Dugger.

Henry and family moved into neighboring White County, Tennessee in the 1840's.

Henry Dugger and family were listed on the 1850 census in White Co, TN in Civil District Number 10. Their married son John W. Dugger was next door. There were no Green families nearby, nor any in District 10 at all.

Cumberland County, Tennessee was created in 1855 from parts of White and other counties, including the area where the Duggers lived.

Henry Dugger and family were listed on the 1860 census in Cumberland County, TN. The had an Elender Hedgeman, and Lydia Dyer with them. I don't know how they are related.

Apparently, Henry Dugger served in the Civil War as a Union Soldier. He died on 30 Mar 1863. I don't have his Civil War record, so I have no details. This death date was shared by Juanita Goulart.

Sarah Green Dugger died on 12 Jan 1882 (date from Juanita Goulart). I don't know if she died in Cumberland Co, TN or if they moved elsewhere before then.
