Harry Pedder was born on 29th May 1875 at Luton in Bedfordshire, son of Elizabeth Pedder, formerly Buckingham, and her husband George Pedder, who in the 1881 census both described themselves as labourers in an iron foundry. Harry appears in the 1881 census living with his parents and siblings at 58 Boyle Street. By 1891 they were living at 3 Dudley Street, and Harry was working as a baker's assistant.

Harry was married in 1899, aged 23, to Rachel Ellen Marshall, who was about 22 and also from Luton. They had one son, Frederick Harry, born in 1900. The 1901 census find the family living at 71 Lea Road, with Harry working as a straw hat blocker and Rachel as a straw hat machinist. By 1911, they had moved a short distance to 10 Park Road West.

By 1920, they had moved to The Moulders Arms public house, on the corner of Park Street and Chobham Street. Harry was listed as the licensee from at least 1920, up until his death in 1940, aged 64.[9] After his death, Rachel took on the licence and continued to live at The Moulders up until her own death in 1949, aged 72.
