Frederick Harry Pedder was born in 1900 at Luton in Bedfordshire, son of a straw hat machinist named Rachel Ellen Pedder, formerly Marshall, and her husband Harry Pedder, a straw hat blocker. Frederick was their only child. The 1901 census finds the family living at 71 Lea Road in Luton. By 1911 they had moved a short distance to 10 Park Road West (now called Park Street West). By 1920, Frederick's parents had taken over the licence of The Moulders Arms public house, on the corner of Chobham Street and Park Street, which they were to run for the rest of their lives.

Frederick married in 1924, and had one daughter, born in 1927. Frederick's father died in 1940, and his mother died in 1949. Frederick only outlived his mother by just over three years. He died on 11th October 1952, aged 52. He was described as living at The Greyhound public house in Dunstable at the time of his death. He was survived by his wife and daughter.
