Born in Marblehead and attended school in Melrose. He graduated from Northeastern receiving a B.C.S. degree and in 1920 passed the examination for CPA. During World War I, he served in France, with Battery B 101st Field Artillery. He was attending Officers' Training School at the close of war and was discharged with the rank of Sergeant. In World War II, he served as Captain promoted to Colonel in the Massachusetts State Guard. During 1941-1960, he was a member of the Melrose Selective Service Board. In June 1960, while a delegate to the Republican State Convention, he was nominated candidate for State Auditor. Gardner campaigned vigorously with Leverett Saltonstall for Senator, John Volpe for Governor, Edward Brooke for Secretary of State. As this was a Presidential year, he had the privilege of campaigning on the same platform with Richard Nixon and Henry Cabot Lodge. In 1910 & 1912, the Danvers Business Directory lists him as a clerk working in his father's store. Listed in U.S. Military Records, 1912 Salem Directory lists him working as a clerk at 118 Washington Street, living in Danvers.

Working as an Office Manager on 05 June 1917 when he was drafted. Registration card says he was of medium height and build with brown eyes and light hair.

1925: Official National Guard Register, ancestry.com, as a 1st Lt. in 182 Inf. in Melrose.

Living on Batchelder Street in Melrose at 1930 census, owns home valued at $13,000.

Nominated to Massachusetts Emergency Finance Board in 1963, but the nomination was later withdrawn by Governor John Volpe.
