!Francisco was one of the founders of the town of Barros, Puerto Rico. He was one of several responsible for organizing and establishing the town charter, and he served as the second mayor of Barros in 1835.

!BAPTISM: The book, "Chronicles of Barros" states that Francisco was Baptised in Coamo, Puerto Rico, by Father Miguel Rodriguez Feliciano. It is uncertain as to whether or not he was born in Coamo or in Barros area since Coamo had jurisdiction over the Barros (not yet organized or chartered) area, or, in other words, the Barros area was part of the municipality of Coamo at the time.
