Francis ("Frank") Miller, Jr. was born on the 22nd of April, 1843 to Francis Miller, Sr. and Rebecca (Powers) Miller. Early in his life he lived in Indiana, then shortly after his father's death moved to Iowa to be closer to his mother's family. He was there enumerated in the 1850 US Census with his mother.

He later returned to Indiana as an adolescent for high school and farming.

He joined the 71st Regiment Indiana Infantry (6th Cavalry) in the US Civil War. After the war he returned to Indiana and married Lucinda Hale. He established himself as a prominent member of the new Veedersburg, Indiana community, there with a general grocery store. Frank was a founding member of Veedersburg Masonic Lodge on the 26th of August, 1874. Frank is also enumerated in the 1880 US Census.

He died in Veedersburg on 14 August 1893.
