Flood Dugger was born 20 Jan 1788 and was the 7th child of John and Frances. These facts are proven in the Revolutionary War Pension his father applied for in 1832 (File W70672). Flood was born in Virginia (per the 1850 census), probably in Brunswick County.

On 29 Aug 1810 Flood Dugger obtained a marriage bond in Sumner Co., TN to marry Polly Bruce. Jesse Skeen was bondsman.

Flood was listed on the 1816-1820 tax lists in Sumner County.

He was listed on the 1820 census in Sumner near his parents.
