Ellen Mann was born in 1879 in Paddington, in the western suburbs of London. Her birth certificate needs to be obtained to confirmed her parentage. However, by the time she was two years old she was living with a couple named James Arthur (or Arthur James) Penney, who was a swimming instructor, and his wife Eliza, described as their 'nurse child'. Young Ellen appears in both the 1881 and 1891 censuses living with the Penneys, who appear to have effectively adopted her.

On 6th August 1899, aged 20, Ellen married a horse keeper named Peter Albert Allen at St Mary's in Paddington. Ellen called herself Ellen Eliza Penney on her marriage certificate, and gave her father's name as Arthur James Penney - taking her adoptive parents' surname and her adoptive mother's first name as a middle name.

The 1901 census finds Ellen and Peter living with Arthur Penney, who was by this time a widower, and two small children. They were living in the St Pancras area of London. By 1911 they were living at 30 North Street in the Edgware Road area. Ellen reported that she had had four children, but one had died.

It has yet to be established what happened to Ellen after 1911. Peter died in 1917, aged just 37.
