Philip was born about 1736 in Lancaster County, Pennsylvania. Philip's father was Hans Jorg Dieter and his mother was Maria (Margaret) Margaretha Luttman. His paternal grandparents were Hans Michel Dieter and Maria Catharina Frey; his maternal grandparents were Hans Jorg Luttman and Anna Dorothy Northa. He had three brothers and two sisters, named Johann, Paul, Johann, Maria and Barbara. He was the youngest of the six children. He died in 1815 in Germany Valley, Pendleton County, Virginia.
