Joseph Leigh Fulk, 19, of 1409 Walton, said he shot Elbert Henry Echols, Jr., 49, a taxi driver, at 9:20pm Sunday. Echols died at 11:40pm in Ben Taub Hospital. The slaying was referred to a Harris County grand jury without charges. Fulk gave this account: Echols, who had been living in a van in front of their house for about 9 months, had repeatedly threatened persons with a shotgun. Earlier Sunday he had ripped speakers from a radio in the house and threatened Fulk's younger brother, Larry, with the shotgun. Sunday night, Echols was loading his shotgun in the van and Fulk got his own shotgun and went onto the roof of the house. Fulk shouted at Echols, who fired at Fulk. Fulk fired back.
