Because of later records, we can tell that this Dianah McNeely was actually Dianah/Dinah ELKINS, and that Arthur, Sarah J., Druzilla, etc. were her children, who should also have been listed as Elkins in 1850 (not as McNeely).
Christine Elkins and I looked at this question earlier this year, and here's what we came up with after we compared all of the available records. We believe that Dianah was a daughter of Rachel and stepdaughter of William McNeely. It seems likely that Dianah's mother Rachel McNeely's maiden name was Elkins (that Rachel was daughter of William Elkins and Anna Smith) and Rachel's first husband was also an Elkins who would have been her cousin (probably the Daniel Elkins on the 1820 census who was gone before 1830).
Daniel Elkins is the only Elkins in the 1820 census who wasn't still around by 1830 and who had a daughter in 1820 the right age to have been Dianah (in the Cabell census, before Logan County was formed). He also had a son in the 1820 census who was the right age to have been the Daniel Elkins (Jr.?) who was living next door to William and Rachel McNeely in the above 1850 census. We also believe it's likely that Rachel had another daughter in 1820, after the census was taken, Jemima Elkins, who married Augustus Walls. In other words, we're fairly certain that Dianah and Jemima were Rachel's daughters before she married William McNeely, and the Daniel Elkins who lived next door in 1850 could also have been Rachel's son.
In the 1830 census, William McNeely was in his 20's and his wife (Rachel Elkins McNeely) was in her 30's, and the children in the household were two sons less than 5 and two daughters between 10 and 15. The two sons coincide with the two oldest sons in William McNeely's household ten years later in 1840 (in 1840 they were between 10 and 15). The two daughters in 1830 -- well, we think they were Dianah and Jemima Elkins.
