Charles was 9 years old when the photo was taken. His ethnicity is unknown, both his paternal grandparents were born in New York and his maternal grandparents in Illinois and kentucky - I have not traced them further.
In 1900, Charles and his sister Ruby lived on a farm on 134th Street near Lambert Schoon and Albert and Harry Stump.
By 1910, the entire family had moved to Washington State. In 1919, Charles married Ethel Amber Black. They had 2 daughters, both of whom are still living. There is more about this family in The History of Lewis County (see under Black family).
Charles was a pressman in a print shop in 1910, and treasurer for Lewis County in 1930. I can't find him in the 1920 census.
Charles died in 1941 at the age of 47.
