Arthur Leopold Hughes was born in 1864 at Evesham in Worcestershire, son of Elizabeth Hughes, formerly Keyte. Elizabeth was a widow, and her husband had been dead for several years by the time of Arthur's birth.

By 1871, Arthur, his mother and his maternal grandparents were living at Broadway in Worcestershire.
