It is unclear what relationship Anna had with Seymour and Priscilla Fackrell. Anna was clearly not their biological daughter (see the Fackrells in the 1900 census and Anna's obituary[4]). However, she was apparently mentioned in Seymour's obituary (probably as Pearl Hoopes). It appears that she was in the 1910 census both with her biological parents (as Annie Burnett, age 16)[2] and with the Fackrells (as Pearl Fackrell, age 15)[3]. In the latter record, the Fackrells claimed she was their daughter - no suggestion of adoption (as with their adopted son Oswald) or fostering.
