I was originally given the information that the marriage was in VA but it has to be PA since that is where the Starrs were then. I found Woodards in PA in Chester, Delaware, and Philadelphia Cos., perhaps others. On the Chester Co., PA web page I found both references to the Starr family and the Woodard family.
