Catherine Cox was born in 1857 in the parish of St Mellion in Cornwall. She was the eldest child of a gamekeeper named John Cox and his wife Sarah Fox, who had married the previous year. She would go on to be the eldest of six children. Her early childhood was spent in St Mellion, where the family lived at a hamlet called Newton. When Catherine was about 11 the family moved to the parish of St Ewe, where they lived at Pengrugla, a hamlet adjoining the Heligan estate, which is presumably where Catherine's father John worked.

Catherine has yet to be traced after the 1871 census.
