What evidence is there for Dobrich to be in Varna province? [15 June 2012]

Dobrich is the administrative centre of Dobrich Province, which is to the north of Varna Province.

The only reference I've been able to find for Dobrich ever being in Varna is on unsourced FamilySearch genealogies.
