Until 1894 Wiveliscombe Without was a part of the ancient and civil parish of Wiveliscombe. With the passing of the Local Government Act 1894, the former parish was broken up and the central urban core was made an urban district under its old name of Wiveliscombe. Meanwhile, the rural area around about became part of the Wellington Rural District and was renamed Wiveliscombe Without. This arrangement stayed in place until the reorganization of 1974 which put both parishes into the Taunton Deane District.
