The Rural Municipality of Rhineland was formed in 1880, covering most of the Mennonite West Reserve. A few reorganizations between 1883 and 1916 affected its boundaries, and part of the Mennonite West Reserve now falls within the Rural Municipality of Stanley.

The Rural Municipality of Douglas was incorporated in 1884 and consolidated with the Rural Municipality of Rhineland (under the Rhineland name) in 1890.
