A Vision of Britain through Time provides the following description of Howick (Welsh: Yr Hywig Fach) from John Marius Wilson's Imperial Gazetteer of England and Wales of 1870-72:

"HOWICK, a hamlet in Itton parish, Monmouth[shire]; 2½ miles WNW of Chepstow. Acres: 635. Real property: £814. Population: 32. Houses: 7."

By the end of the 19th century Howick had expanded sufficiently to become a civil parish covering the eastern section of the original Itton parish. It was part of the Chepstow Rural District from 1894 until 1935. In 1935, in a move to reduce the number of parishes within Chepstow Rural District, Howick was absorbed into the civil parish of St. Arvans.

In 1974 when the historic county of Monmouthshire became Gwent, Howick, along with Itton, was transferred to the community of Devauden to the northwest instead of staying with St. Arvans as would be expected. (Source: Wikipedia)
