In 1974 Blackburn, joined forces with Darwen, the neighbouring town to the south, and some nearby villages, to become a district municipality named the Borough of Blackburn. In 1998 the municipality became a unitary authority named Blackburn with Darwen, independent of Lancashire County Council.
