Note: This tree, and Find A Grave, both identify her father as William Edward Pennington, the step-brother of Clara Emma Tallant. It is not clear if there is any evidence for this, other than that Winnie used the name Pennington (which was also her grandmother's married name) when she was married. There does not appear to have been a marriage between William Edward Pennington and Clara Emma Tallant.
