William Santo was baptised on 30th March 1818 at St Stephen by Saltash in Cornwall, the parish church which covered the town of Saltash, which he consistently gave as his birthplace. He was the son of a mason named William Santo and his wife Elizabeth. When he was 22 years old he was married in Plymouth to Mary Ann Harry, who was also originally from Saltash. He was described as a mariner on the H.M.S. Calcutta on their marriage certificate.

For the first few years after their marriage they lived in Devonport, where they had three children together. They then moved away from the south west to Portsmouth and (briefly) Greenwich, before settling in Portsmouth. They appear to have had six children in total. In each census from 1861 to 1881 they were living at Croydon Place in Portsmouth. William appears to have spent his whole working life as a mariner in the Royal Navy. In the 1881 census he was described as a Naval Pensioner.

Mary died in 1887, aged 68. William survived her by two years and died in 1889, aged 70.
