William Frazer was born March 1, 1761 in Fredericksburg, then in Spotsylvania County, VA. (In 1879, Fredericksburg became an Independent city, and so is now not located in any county.)

William was the son of James and Elizabeth (Foster) Frazer of Fredericksburg, Virginia, and the grandson of William Frazer who immigrated to Spotsylvania County, VA from Scotland about 1724.

In 1784, 1785, 1786, and 1789 William was Collector of Tax for Spotsylvania County.

On April 17, 1788, he married Philadelphia Herndon in Spotsylvania County, VA. Philadelphia was one of nine children born to Edward Herndon (1729-1799) and his wife Mary (Duerson) Herndon.

William and Philadelphia lived in Berkeley Parish in Spotsylvania County where they raised eight children. Then in October of 1810, accompanied by Philadelphia’s brother John Herndon and his wife Judith (Hampton) and their children, they left Spotsylvania County in a caravan and migrated to the town of Winchester in Clark County, Kentucky. There William and Philadelphia had at least three more children. Sometime before 1819, the family moved again to Lexington in Fayette County, Kentucky where they stayed for the remainder of their lives.

Following is a 1951 biographical sketch on William and Philadelphia Frazer and their children:

"Both WILLIAM FRAZER and his brother-in-law JOHN HERNDON are listed as Revolutionary soldiers residing in Clark County, Ky., in 1810.

William Frazer and his family lived only a few years in Winchester, though his son Dr. Warren Frazer, who married Laura Brooking, of Winchester, continued to live there for several years. At a date before 1819 William Frazer and his family removed to Lexington, Ky. His residence was on the Winchester Pike and was named “ Forkland.” In 1940 this home was still standing. William Frazer founded a hemp business.

He died 19 March 1819 and is buried in the old Episcopal Cemetery on Third Street in Lexington. In his Will, dated 11 August 1818 and probated at the April 1819 Court, he named his wife Philadelphia executrix and mentioned his daughters Rebecca, Mary, and Martha and his sons, Robert and William, as being his children then of lawful age.

His widow, Philadelphia, lived until 23 September 1830. She and her husband were buried in the same tomb.
