William James Fox was born on 31st December 1901 in Northampton. He was the son of Elizabeth Fox, formerly Fair, and her husband Joseph Fox, a groom. Shortly after William's birth, the family left Northampton and moved to the small town of Oundle, a few miles to the north east, where William's younger brothers were born. The 1911 census finds the family living at West Street in Oundle, occupying a home with four rooms.

In 1926, aged 24, William married Beatrice Palmer. She was 22 and from the village of Glapthorn, just north of Oundle. They had one daughter. At the outbreak of the Second World War, William, Beatrice and their daughter Joyce were living at Upper Glapthorn, next door to Beatrice's parents. At this time, William was working as a baker and confectioner.

Beatrice died in 1965. William outlived her by 27 years, dying on 18th December 1992. Immediately before his death he was living at 38 East Road in Oundle.
