    William was a son of Stephen and Hannah Bourne of Louisa County, Virginia. He was a candidate for the Virginia State Legislature in 1792 but was not elected due to his known intentions of wanting to secure a new county. When the Legislature met, he appeared as a lobby member and succeeded in his goal of forming Grayson County. The first County Court was held in his barn on the Knob Fork of Elk Creek on May 21, 1793. Bourne was appointed Clerk of the Court, a position that he held for 17 years. He, in partnership with his son William, Jr., owned the Point Hope Furnace and Forge at Peach Bottom Creek, Grayson County's first industry.
