Macartney was the youngest brother of Lord George Macartney, a distginguished figure in English diplomacy and statesmanship from 1769 to 1798, and who, during this interval, was a member of parliament, chief secretary for Ireland, British ambassador to Russia and China, and governor-general of India and the Cape settlements."
