"Thomas is listed amongst those eligible to serve as jurors within the bounds of Nelson Province from 1854 to 1860, and subsequently as eligible to vote at elections of council for the Provincial government. Historic Motueka column, Golden Bay News ( a supplement of Nelson Evening News) July 31, 1985 comments: On their arrival in New Zealand, the Jacka family took up sections of land in the Brooklyn area. (Near Riwaka, Nelson) Soon after, Thomas took up a job as first teacher for the Riwaka School, which began with classes in his home. One of Jacka's daughters later used to speak of doing the house work until she saw through the cracks in the wall that school was in. Then she would join her classmates. The partitions between home and school were only head-high. Jacka's successor, a Mr.Ball, was said to have occasionally stayed in bed and conducted his classes from beneath the blankets.It was not until the 1860's that a separate schoolhouse was built. Jacka had a talent for calligraphy. From documents written in a distinctive, elegant hand, it is safe to conclude his services as a scribe and as someone with a knowledge of the law were in demand in the area.
He also at some stage bought a parcel of land in the Moutere, some 50 acres. Jacka was elected a member of the Nelson Provincial Assembly and served from 1855 to 1858. He resigned from his teaching job in 1858, and there is a suggestion the poor pay was a reason. A public meeting was held soon after and a resolution about the poor pay was passed. The Central Education Board subsequently increased the pay by 20 pounds a year. Thomas Jacka died the following year, aged only 38, and he was buried in the old Anglican Church Cemetery in Thorp St., Motueka. While in Penzance, Cornwall, Thomas was a law clerk. He was evidently respected by his colleagues and employer, for when he was about to depart to New Zealand he was presented with an attractive, decorated dressing case and hand written testimonial. "
