There is no evidence for her being born to Emmett Bailey and Lillian Isley, who weren't married until 1915. Most likely, she was the biological child of only one or the other of them. The reasons to believe she was Emmett's daughter from a previous marriage/relationship are:

  • In the 1920 census, she is identified as Emmett's daughter (not step-daughter)[2]
  • In the 1920 census, her parents are both said to have been born in Virginia (Lillian was born in North Carolina)[2]
  • Emmett cannot be easily located in the 1910 census, but he isn't in the household of his parents (within days of Ruth's birth in April 1910)[3], suggesting he may have been married. Lillian is listed in her parents' household[4].
