Penelope's origins and maiden name have yet to be established. Her first confirmed sighting is in 1687 when she and her husband Henry Ingram had a daughter baptised at Great Ponton in Lincolnshire. There is a gap in the Great Ponton registers between 1675 and 1686, so it is quite possible they had married there but the record of their marriage is lost.

As well as their daughter Ann, it is clear that Penelope and Henry had at least two sons, John and Joseph, as all three children are named in Henry's will, written in 1716. Baptisms have yet to be found for the boys. In his will Henry described himself as a miller of Harrowby, which was a hamlet in the parish of Grantham, a little way north of Great Ponton. He left Penelope an income of three pounds a year. Henry clearly died shortly after writing his will, as it was written in mid March and proved a few weeks later in early May.

Penelope survived Henry by sixteen years, being buried at Grantham on 29th December 1732. She had seen at least three grandchildren born in her lifetime.
