Joseph was referred to as "Gentleman" and "Planter". Joseph was a member of the Lancaster County, Virginia, Court in 1729. He was sheriff of Lancaster County on 25 November 1741. Joseph's will dated 12 January 1764 and proved 19 August 1765 at St. Mary's White Chapel Parish, Lancaster County, Virginia. Godparents were Mr. Robert Carter, Mr. Joseph Ball and Mrs Judith Carter (Miller, 330, citing Carter Prayer Book.) From 1729 and afterwards, Joseph Carter was a justice on the county bench of Lancaster. In 11741, he was the sheriff as to the true return of the poll for the House of Burgesses, and vestrman of Christ Church Parish until his death in 1764. (Miller, 331).
