    Mr. John McIlhenny has been recommended by President Wilson and appoointed by the President of Haiti as Financial Advisor to Haiti. Mr. McIlhenny and his wife desire to start for Haiti immediately and it is of the greatest importance from the point of view of the Department of State that they should be able to do so.

    I hope, therefore, that you will be able to make an exception to your usual requirement for documentary proof for the issuance of passports and issue one to Mr. McIlhenny and his wife at once.
