John Foster was born in 1852 at Flamstead in Hertfordshire, daughter of a straw hat maker named Ann Foster. When John was two years old, his mother married an agricultural labourer named Thomas Neal. The 1861 census finds Thomas living with his mother and Thomas Neal, being described as "John Neal" and as Thomas Neal's son. This could suggest that Thomas Neal was actually John's biological father, although equally plausibly John could simply have adopted his stepfather's surname.

John has yet to be researched after the 1861 census.
