Though she was given a man's name, Jefferson "Jeff" Davis Tully was a daughter, and the youngest of seven children of William Irwin Tully, farmer, and Martha White Allen. According to grandson Frank Dalcom Barnes, William I. Tully was a son of a Baptist minister and was a former officer in the Confederacy and a member of the Ku Klux Klan following the Civil War. A granddaughter, Versie White, said that William Tully was anti-church, proud, brilliant, and overbearing as thunder. Versie also went on to say that William Tully disowned one of his daughters for marrying beneath her station. Versie White further stated that Martha White Allen came from a family that was quite wealthy before the Civil War and owned many slaves.

Family notes state that William Tully and family moved to Texas ca. 1893 where Jeff attended a business school, possibly in Houston. Sometime following, Jeff was employed at a slaughterhouse where she met Frank Barnes. Frank and Jeff were married in Timpson, Shelby County, Texas in 1901.

Family members state that Jeff was married a second time to Steven Powell, who died in 1964, and met Steven at the Wayland Hotel in Plainview, Texas.
