Jane Linney was born in 1854 at Linslade in Buckinghamshire, daughter of a plaiter named Eliza Linney, formerly Hickinbottom, and her husband John Linney, an agricultural labourer. The family left Linslade shortly after Jane was born, crossing the River Ouzel to the neighbouring town of Leighton Buzzard, where Jane's parents had previously lived. The 1861 and 1871 censuses each find Jane living with her parents and siblings at Parrotts Piece in Leighton Buzzard. By 1871 Jane was working as a plaiter, plaiting straw for use in the local straw hat industry. Jane's father died later in 1871.

By 1876, Jane had left Leighton Buzzard and moved a few miles east to the town of Luton. Here she was married on 5th June 1876, aged 21, to Thomas Bland, a straw hat blocker. They went on to have eleven children together between 1876 and 1898. The 1881 census finds them living at 34 Albert Road in Luton with Thomas's widowed mother. At this time Jane was described as a straw hat sewer.

Jane's mother later also moved to Luton, dying there in 1890. By 1891 Jane and Thomas were living with their children at 43 Chobham Street.

Thomas died in 1899, just a year after their youngest child's birth. He was 46 years old.

Jane appears in the 1901 census living with some of her children at 8 Dorset Street in Luton. She died there on 23rd August 1903, aged 48.
