James Richard Mitchell was born in 1845 at Luton in Bedfordshire, son of a bonnet sewer named Fanny Mitchell, formerly Rogers, and her husband James Mitchell, an agricultural labourer. Young James appears in the 1851 census in the New Town area to the south of Luton. By 1861 the family was living nearby at 33 Chase Street, and James was working as a labourer.
On 20th September 1862, when he was still only 16 or 17, James married Mary Ann Cain at Luton. They went on to have eleven children together between 1862 and 1884, although five of them died young. James and Mary appear in each census from 1871 to 1901 in the southern suburbs of Luton (mostly on Chase Street), with James working variously as an agricultural labourer, general labourer and bricklayer, whilst Mary was a straw hat sewer.
Mary died in 1905. As she died suddenly, an inquest was held, which reported that James was present when she died.
James appears in the 1911 census living alone at 6 Park Place in the centre of Luton. He died in 1925, aged 79.
