    On the 9th day of August, 1872, a petition was granted by the board of county commissioners to detach Township 138, Range 40, from the township of Lake View and organize the same into a new township to be called Burlington... The first township election was held on the 26th day of August of that year at the house of Wm. G. Chilton... Roscoe Dow was elected justice of the peace at this election, but did not qualify. [It doesn't say why he didn't qualify. Too young?]
