James Briggs was born in 1878 at Hampstead in Middlesex, in the northern suburbs of London. He was the son of Annie Eliza Briggs, formerly Hall, and her husband Charles Briggs, a foreman for the Vestry, being the local authority at the time, working on the roads and as a painter. James appears in the 1881 census living with his parents and siblings at 16 Fleet Road in Hampstead.
James was baptised in 1885, aged about seven, alongside two of his sisters. By that time they had moved to Lithos Road in Hampstead, where they lived for many years. In 1889 Hampstead was transferred from Middlesex to the newly created County of London. James appears with his family at 9 Lithos Road in the 1891 and 1901 censuses. By 1901 he was working as a greengrocer's shop assistant.
Later in 1901 James was married in Hampstead to Annie Edwards, who was originally from Pagham in Sussex, but who had moved to London to work as a domestic servant.

James only survived her by a year, dying on 8th April 1924, aged 46. He left a will and an estate of £341 4s. 9d. which was administered by his daughter. James's youngest daughter was only 11 years old when James died. As that daughter was the beneficiary of the will of Annie's sister Theresa's husband it seems reasonably likely that after James's death that daughter was looked after by her childless uncle and aunt down in Sussex.
