Isaac appears to be part of the Moses Langley family who settled in Callaway County, Missouri in 1817 per Pioneer Families, attached.
He is found in the 1830 and later in the 1840 Census. He had married Nancy Chandler about 1817. His will of 1846 sets out family members. Nancy is found in the 1850 Census with her sons Asa and William C. Langley.
Of interest from the 1846 Will and why he is researched here is that a careful reading indicates that he had a daughter Eliza who had married on 16 Aug 1838 Jesse Baker Wainscot and had one son Isaac Wainscott, before she passed. Isaac Langley describes Isaac as his grandson by Eliza. Young Isaac W received a full share of his estate by right of inheritance from his deceased mother Eliza. Eliza died about 1840 with no other children. Isaac Langley also had a daughter Elizabeth who married Nathan H Wainscott, Jesse Baker Wainscott's brother. Elizabeth was still living in 1850 and 1860, and appears in those Censuses without the young Isaac; further evidence that Isaac was not her child.
