Frieda A. H. who married Charles John HOUT was Frieda/Freda/Freta Agnes HOLLEN. She was born in West Virginia, the daughter of Ocie HOLLEN (1 Mar 1888 - 14 May 1984).

Census records for Frieda: 1910 Federal Census, Upshur County, WV, 2 year-old Freta Agnes in household of grandfather Frank HOLLEN 1920 Federal Census, Upshur County, WV, listed as 12 year-old daughter Freda in household of Charles B. ANTHONY whose wife was Ocie, Freda's mother. 1930 Federal Census, Summit County, Ohio, 22 year-old wife Frieda in household of Charles J. HOUT

As far as I can tell, it looks like Ocie was unmarried when Frieda was born. 

 She was likely born in Upshur County, so perhaps the birth record in

1908 can be located.

Frieda's mother Ocie (Elva?) HOLLEN married (1) 5 Nov 1911 to Charles B. ANTHONY. He was also born in West Virginia. Ocie married (2) Carl ROBEY (1883-1967), a retired postal worker. Ocie died in Palm Beach County, Florida. The database of Florida deaths at ancestry.com includes Ocie's death and a record for one Carl ROBEY in May 1967.

The Hollen Association has Frieda's ancestry as Joseph Zebulon HOLLEN (1788 Pennsylvania - after 1857) -> Wellington HOLLEN (1816-1880) & Rachel HARPER/HINKLE (1817-1880) --> William Frank HOLLEN (1838-1914) & Hannah Ward CRISS --> Ocie (Elva?) HOLLEN (1888-1984) --> Frieda Agnes HOLLEN.
