Emma Rouse Lloyd was born into a prominent Northern Kentucky family. The daughter of Thomas Rouse and Nancy Ann Henderson, she was educated at White Have, a private school, and another private school in Crittendon. She attended Sayre Institute in Lexington for her secondary education. She became a support and homemaker for her husband, John Uri Lloyd, while being involved in many civic, religious and social organizations. They had three children John Thomas, Anna Lloyd Welbourn, and Dorothy Lloyd Brett. During the World War Emma was one of the Supervisors of the Clifton Branch of the Red Cross.

Emma Rouse Lloyd was also the author of "Clasping Hands With Generations Past".
