U.S. Congressman. He attended William Jewell College and taught school at Liberty, Missouri, (1877-79). He then studied law, was admitted to the bar and commenced to practice law in Boonville, Missouri. He was prosecuting attorney of Cooper County, Missouri, (1882-86, 90-92) and judge of the fourteenth judicial circuit of Missouri, (1892-99 ). In 1899, he was elected as a Democrat to the Fifty-sixth Congress to fill the vacancy caused by the death of Richard P. Bland, reelected to the Fifty-seventh and to the next eight succeeding Congresses, serving until 1919. An unsuccessful candidate for re-nomination, he continued the practice of law until his death.
