Charles (identified as Sanford Hiley) was living with his mother and her parents in the 1850 census[5], several years before his mother married William Lowe. It appears that he and 3 siblings were taken in by Sarah's parents, and then he was adopted by Sarah and William when they married. His death certificate identifies William and Sarah as his parents, so it seems likely that they legally adopted him.

    Sanford Hiley, age 2, born in Virginia.

  6.   Regarding the 'Hiley' children reference, this information has been misinterpreted. It has been discovered by me, that these children carried the last name of 'Carroll'. The name of Samuel (what looks like) Hiley, is actually Samuel Riley (nicknamed Rilly). The Carroll family Bible, on the last page, lists Rilly but he is not mentioned in the 1850 census if the 'Hiley' information is to be understood as the last name.
    This infomration has been circulated on ancestry, but this is the real information
    It seems that the "Hilly" children of 1850 who lived with Samuel and Nancy were their illigitmate grandchildren.
